Paint Shop Pro 7 hat dafür eine Funktion
Mit den zwei anderen Programmen geht das nicht

Du kannst den obereb Frame auf eine bestimmte hohe fixieren.
Hier siehst Du, wie die von Dir erwähnte Seite das gemacht hat
Er hat den oberen Frame auf eine höhe von 17 % des Bildschirms eingestellt.

Erstelle Dir einen Tabelle mit den Maßen 1024 x 768 und setzte darin Deine HP.
Mit dieser Methode bleibt Deine HP auch bei einer Größeren Auflösung so wie Du sie erstellt hast.

Die Schrägschrift kommt von der Zeile

Die Schrift spielt keine Rolle, aber die von Dir als erstes gewählte Schriftart ist keine Standartschriftart.Ich selbst habe sie nicht auf meinem Rechner.

Ja, habe es mit dem DW gemacht
Kann zwar auch selbst CSS schreiben, aber mit dem DW gehts viel schneller.
